Racing Australia’s Trainer & Owner Reforms (Commence 1 Aug 2017)

Racing Australia media release

As announced in November 2016, Racing Australia is introducing new reforms known as the Trainers and Owner Reforms (TOR). The reforms will commence on 1 August 2017.

Racing Australia is committed to communicating directly with Trainers and Owners in advance of the reforms being introduced to ensure the benefits and obligations of TOR are understood and can be maximised.

Providing an additional three months is intended to allow Trainers and Owners extra time to be fully prepared of the 1 August 2017 commencement date.

A Working Group of all Principal Racing Authorities, chaired by Racing Australia, has been working to finalise the reforms and their operational implementation. During this time consultation with Trainers and Owners Associations has continued.

The key objectives of the reforms remain as originally announced:

• to provide greater certainty and clarity in the relationship between owners and trainers as well as between multiple owners of a horse. • at encouraging on-time payments of fees and introduce a streamlined process to resolve issues where payments are not made in a timely fashion.

Full details of TOR will be available on the Racing Australia website and Trainers and Owners will receive direct communication commencing from June 2017.
