Licensed Apprentice Jockey Jake Pracey-Holmes Suspended One Month

Racing NSW Stewards today concluded their inquiries into licensed apprentice jockey Jake Pracey-Holmes’s handling of the 3rd placegetter Hirokin in Race 6 (Orange Cup Prelude Open Handicap, 1600m) conducted at the Racing Orange meeting held at Orange Racecourse on Monday, 20 March 2017.

Further evidence today was taken from apprentice Jake Pracey-Holmes and his master, Brett Thompson. Stewards also considered a report from Mitchell Reid (Racing NSW Analyst - Betting and Compliance) in respect to betting on the race, which revealed no integrity concerns.

Evidence in respect to sectional times of the race in question and analysis of the form of Hirokin were tendered in the inquiry.

Apprentice Jake Pracey-Holmes pleaded guilty to a charge under AR135(b) in that as the rider of Hirokin, in Race 6 the Orange Cup Prelude Open Handicap, 1600 metres, at the Racing Orange meeting on the 20 March 2017, he did in the opinion of the Stewards fail to take all reasonable and permissible measures throughout the race to ensure that Hirokin was given full opportunity to win or to obtain the best possible place in the field, in that;

1) Near the 800m he chose to restrain Hirokin and position it behind Anytime Baby which allowed Adaboy Ross, Hurricanes and Shadow Affair to improve to his outside which then resulted in him becoming badly held up on the heels of Anytime Baby, with no opportunity to improve his position until near the 380 metres. Where, had he maintained his position outside the heels of Anytime Baby which was reasonable and permissible to do so, he would have been afforded clear and unimpeded running which would have enabled his mount which was responsive, to improve and win or obtain the best possible place in the field.

In respect to penalty Stewards gave due regard to J Pracey-Holmes experience as an apprentice jockey in that whilst he had ridden in 1800 races, he is still serving an apprenticeship, his guilty plea, and all other matters pertinent to penalty, including precedent penalties for breaches under AR135(b).

Jake Pracey-Holmes permit to ride in races was suspended for a period of 1 month to commence on Friday, 21st April 2017 and to expire on Sunday, 21st May 2017, on which day he may ride. Mr Pracey -Holmes was advised of his appeal rights.
