The Racing Appeal Panel has determined an appeal by licensed foreperson Ms Samantha Murphy arising from a Welfare Investigation conducted at Yass, NSW.

The Appeal Panel dismissed the appeal against the findings of breach in respect of Charges 1 (LR 114(2)(a)), 2 (AR 231(b)(iv)) and 9 (AR 228(b)).
Charge 8 (AR 232(b)) was not appealed against the finding of breach, with the appeal confined to penalty only. In relation to penalty:
• Charge 1 (LR 114(2)(a)) – penalty reduced from 12 months to 9 months disqualification
• Charge 2 (AR 231(b)(iv)) – penalty reduced to 9 months disqualification, to be served concurrently with Charge 1
• Charge 8 (AR 232(b)) – penalty reduced from 4 months to 3 months disqualification
• Charge 9 (AR 228(b)) – penalty of 6 months disqualification confirmed, to be served concurrently with Charge 1
The penalties for Charges 1, 2 and 9 are to be served concurrently, with the penalty for Charge 8 to be served cumulatively.
Accordingly, Ms Murphy is disqualified for a total period of 12 months, commencing on 13 July 2025 (pursuant to AR 23) and expiring on 13 July 2026.
