Background
On 6 March 2019, Mrs Sally Snow was warned off by Racing NSW.
Pursuant to AR265, a warned-off person is subject to the same restrictions or consequences applicable to a disqualified person. The prohibitions applying to Mrs Snow as a warned-off person include those prescribed by AR263(1)(k).
In March 2026, Licensed Bookmaker Clerk, Mrs Glenis Clarke applied to Racing NSW for a bookmaker’s licence.
Following receipt of that application and information obtained in connection with the application, Racing NSW Integrity Department commenced an investigation into activity associated with a TAB betting account held in Mrs Clarke’s name during the period from November 2025 to April 2026.
On 27 July 2026 Mrs Clarke was interviewed at the offices of Racing NSW in relation to her bookmaker’s licence application.
Following that interview Stewards subsequently opened an inquiry on 21 August 2026. During the inquiry, Stewards considered a TAB account activity report together with correspondence provided by Mrs Clarke as part of her bookmaker’s licence application.
Evidence was taken from Mrs Clarke and licensed bookmaker Mr Gary Clarke.
Having considered the evidence, Stewards issued the following charge against Mrs Clarke.

Plea: Guilty
Penalty Considerations
Stewards considered the following matters in respect to penalty:
• Guilty plea.
• Forthright evidence throughout the inquiry.
• Nature and seriousness of the offence.
• Principles of specific and general deterrence and what message is sent to the industry in respect of such conduct.
• Purpose of issuing penalties as a protective measure for the image, interests and welfare of the Thoroughbred Racing Industry.
Having determined that a disqualification of twelve (12) months was appropriate, Stewards reduced that penalty to nine (9) months having regard to Mrs Clarke guilty plea at the earliest opportunity and the other mitigating matters identified above.
Accordingly, Mrs Clarke’s period of disqualification commences immediately and is to expire on Monday, 7 June 2027.
Mrs Clarke was advised of her rights of appeal.
